The reason it is unusable will generally affect the cost. Not all land sellers are ethical so it is up to the buyer and their agent to do due diligence and find this out.

You may be able to dig a drainage ditch around the property to remove excess water. Sometimes this helps but can be expensive to have the ditch dug.
