There are a couple of things you need to do before you can get the Tax Collector. You will need: A way to get to Hell or the Underworld. The Dryad. To beat the Wall of Flesh and get into Hardmode in any world. A room so he can move in. You need the items listed above first so you can proceed and get the Tax Collector.

this bug happens if tortured soul collets coins in expert mode (or master mode, doesn't matter), he is sparkling, but when you purify him into tax collector, he still is sparkling, and still holding coins he collects, when you kill him, he drops coins, which is not how town NPCs do, although...
Skeletron Prime. Jul 21, 2015. #1. I think the procedure of "purifying" Tax Collector is too "Guide, dang it". There's no ingame hint on this (unless I missed some NPC's comment on this), so the only way to learn how to turn Tortured Soul into Tax Collector is to go to the wiki. I think it's not okay.
So, I have some suggestions to improve the Tax Collector's value to the game: 1. Buff the amount of coins he can hold at once. Or maybe his total coin storage can upgrade as you progress through the game. For example: 20 gold coins for post Wall of Flesh, 50 gold coins for post Mechanical Bosses, and 1 platinum coin for post Golem. 2.
Make tax collector be able to store up to 1 platinum. I never really check on him that often, so I miss out on a ton of gold. This also doesn't really make him that much stronger, so it doesn't really mess with he balance of the game.
