Linux Mint 20.x no longer support 32-bit. Your options on Linux Mint are to use Linux Mint 19.3, which reaches end of life in about a year, or consider LMDE—the Linux Mint edition based on Debian instead of on Ubuntu. I try to download Linux Mint 19 64-bit Cinnamon (v2) and it gets all the way to 99% and then says "1 sec remaining" but won't finish.
