The Bureau of Engraving and Printing officially took over production of postage stamps for the United States government in July 1894. The first of the works printed by the BEP was placed on sale on July 18, 1894, and by the end of the first year of stamp production, the BEP had printed and delivered more than 2.1 billion stamps.
The company was founded by Thomas de la Rue, who moved from Guernsey to London in 1821 and set up in business as a 'Leghorn' straw hat maker, then as a stationer and printer. A flexo print is achieved by creating a mirrored master of the required image as a 3D relief in a rubber or polymer material. A measured amount of ink is deposited upon the surface of the printing plate (or printing cylinder) using an anilox roll. The print surface then rotates, contacting the print material which transfers the ink.
