I did use the refund system (I think). It creates a help request under steam support, but it disappears shortly after doing so. Going to the email it sent me and clicking on the link, it shows it as closed. I requested the refund by going to help at the top of the steam window, then clicking on the game and pressing request refund.

You wait until you get confirmation and then time depends on which option you picked for the refund. Having the money deposit in your wallet is the fastest. The rest depends on your bank or payment provider. i used wallet money to buy the game, so there shouldnt be any problems with banks and stuff. #11.
Ogami May 23, 2020 @ 3:48am. If you refund a lot of games in a short amount of time ( few months) and only keep few of your purchases you will get this warning. If you continue at that pace your refund rights might be revoked. Just dont refund anything for a few weeks/months and the warning will be gone again.

Go to the support page - click on purchases - click on the game - click on 'I have a question about this purchase' - explain what happened politely and ask for a refund. If they have already denied your request, you're out of luck. I'm sorry. In future, be sure to not run the game for more than 2 hours if you plan to refund.
