If your account is registered anywhere else, please try to add the particular country card and only then the billing address will also be updated accordingly. If you face any issues and would like for PayPal to take a look, please contact them directly and I hope they should be able to guide you.
Basically, my Paypal account was made with Korean address. However, Steam does not support wallet recharge with paypal unless the billing address is set to USA. When I use a VPN and locate myself to be in USA, Steam tells me that the Paypal address and the billing address does not match and kicks me away 😞
I have the option to use Paypal as a payment method, but when I do, Steam keeps telling me I'm using a billing address outside of my current region and they won't accept my Paypal. The name and address have to be the same on your funding source and paypal account not Steam account neccessarily. Perhaps you changing account info prior to purchase and purchasing from Steam is cause for PayPal's concern. That is something unauthorized users would do to an account. They log in, change some account info and start making purchases. You have to admit that's typical hacker/scammer behavior.
