Summerlin started in 1990 with only Summerlin North being developed at that time. Summerlin South started around 1998 or 1999 after the water supply system was built. As far as I know, the Hughes land that became Summerlin was all open with no housing units. The census data shows 11 units built in the 1960s and 15 built in between 1990 and 1994.
