In 1850, Toms River became the county seat of the newly created Ocean County when it was formed out of southern Monmouth County. It rises in the Pine Barrens of northern Ocean County, then flows southeast and east, fed by several branches, in a meandering course through the area wetlands, emptying into Barnegat Bay, an inlet of the Atlantic Ocean, and the Intracoastal Waterway at Mile 14.6.
