But answering to OP, they shouldn't ban other accounts which were linked with the same Jagex launcher. The sale of accounts would fall under “RWT”, although rare. I’ve seen accounts resold more than 5 times with no ban. The typical procedure is the account gets locked, prompting the recovery by the original owner.

Think before you post, they'd have to be watching the accounts in the first place to catch them doing 'strange things' which raises the question how and why were they watching the accounts.
