I am also having issues converting DWF files to PDF files using Design Review. I don't see a file drop down that provides a "plot" option. I am using Design Review 2010. The process I use to convert DWF files to PDF files is to print the DWF files using the virtual printer program PDFill.

Installing DWG TrueView 2020 and Design Review [unknowable, redacted, state secret version] listed on the Autodesk site (and I would submit that more than implies they are compatible), results in no DWF production of an opened DWG file. Running this registry edit adds the keys correctly but still results in no DWF production.
Autodesk Design Review is a product that, although still available and usable, has been dscontinued and is no longer supported by Autodesk. As the software gets older and hardware and OS get newer... it will probably start to act more and more iffy. The official replacement at this time is the online viewer, free to use. Maybe give it a try?
