Our Story. Our Carrollton location is located just next to the James River Bridge. Dock of the Bay is the locals' favorite for anything from fish tacos to a full seafood platter. Sean Duffee grew up in Portsmouth and worked for Phillips Seafood for eighteen years in six different cities.
