Only reference to the PC software at all I found on the meta website was a Q&A on how to download it and some hyperlinked text with "Download now" which downloads an installer, it installs Oculus App Version 56.0.0.193.155 which I have now tried after a few restarts of the software/PC/quest doesn't work either.
Chiming in here as I saw this yesterday and it continues today. Trying to update some installed apps and I see progress that is like 22 bytes per second (seriously) then it stops. Store loads up ok and I do not see any other connection issues on my side, besides Quest downloads going extremely slow until they fail.

Disconnect the Link cable from the computer. Disconnect your computer from the internet. Backup any necessary content. Reboot into Safe Mode. Uninstall Oculus PC app using the Control Panel. Restart your computer in normal mode. Reconnect your computer to the internet. Reconnect the Link cable and re-test the headset.
Im downloading Oculus Software on my PC and it stuck in 1.95GB (3 attempts and same result) First Attempt Was In Disk D: (100GB Free Space) and Then 2 Attemps On Disk C: (Same 100GB Free Space). So maybe meta servers is down or its very loaded. Edit: It Downloaded 0.12GB.
