The Riot Client is a central hub from which you can quickly download/install/play/peruse Riot's PC library. In fact, you've already been using the Riot Client each time you log in to one of our games!
If you're on Windows, quite the Riot client first, then open the Command Prompt and run "ipconfig /flushdns", then relaunch the Riot Client. That should solve it!
After clicking on the League of Legends icon (but before hitting Play!), check the region that you are logging into in the top right corner of the window. You have to login into the region where you currently have your account, since any given account can only be active in one region at a time.
