Unfortunately, it is also affecting the removal tool. My best guess is that Boot Time Protection checks the SHA/MD5 hash between the original McAfee installer and the uninstaller program. Since the removal tool is a separate application, it doesn't share the same hash and is blocked by Boot Time Protection.
I installed and ran McAfee removal tool then followed the instruction to remover Security Scan Plus as administrator. It's still there. So, today I reinstalled a new instance of McAfee removal tool then tried to run and remove security scan plus as an administrator but it now won't let me do it. Mcafee doesn't want you to uninstall their software. They make that perfectly clear when you try to uninstall it. Don't go to the website that is creating the problem.

The correct way to remove McAfee is from within its program group Uninstall shortcut in Start Menu > All Programs or by using Apps & features in Windows 10 or Programs and Features (Add/Remove Programs) in Control Panel, then to reboot when done and run the McAfee Consumer Products Removal tool (MCPR).

All went wrong at first try, when I wanted to uninstall, then used the removal tool, but without turning off the protection at beginning, it just get broken and it was running while I wasnt able to turn the protection off - GUI was broken. In case you want to use the in-built Windows Defender you need to uninstall McAfee Livesafe and also use the McAfee removal tool from this list List of anti-malware product removal tools to get rid of all possible remnants. After a reboot, Windows Defender should be automatically enabled.
