Right now, Twitter decides who can be verified arbitrarily. They have revoked verification as a punishment. They have even "verified" anonymous accounts. Celebrities, public figures, politicians, and even businesses all want verified accounts so they aren't confused with parody accounts, imposters, or scammers.
