Re: forever 21 credit card issued by Comenity Capital Bank info. This is actually a pretty good card if you shop at Forever 21. Looking at their points system, it's effectively 5% on store purchases, 3.3% restaurants, and 1.7% gen spend. The "old" rule for Commenity backed cards was that it can take 9 months for an initial CLI and then YMMV after.
I know it's an old thread, but I figured I'd comment with the info I have. i have the card, $250 limit. My credit isn't the greatest but I have a friend who works at forever 21 and he said he hasn't seen a limit above $500.
I applied for the card in store, got a letter to verify info. Then was approved for 1,000 Visa card. I thought it was a denial. I only have. 300.00 credit one card (unsecured), and a car note. My credit score is still below 600.

I suspect that the $200 limit was just the initial placeholder limit where once you receive and activate the card they'll inform and make available the entire amount that makes up the starting limit of the card. I had a NFCU cc ($500 limit) closed in 2019. Card was a few years old, and I never missed a payment though I straddled the credit limit multiple times. I also had a few charge-off in my file. I received a letter that the account was being closed. I paid it off thinking it would remain open, but nope.
