This setting in Windows 11 is at Windows Settings > Apps > Advanced App Settings > Choose Where to get apps > Anywhere. If that's already set then you may have bought a PC that has S mode, which only allows Store apps to be installed.
To allow your computer to install apps from anywhere, kindly right-click on the Start menu icon, then select Settings > Apps > Advanced App Settings > Under Choose where to get apps, please click the arrow down, then choose Anywhere. I hope this information can help you.

I just bought a new laptop and have to activate Word, Excel etc. My family has a family account (I have the credentials) where we can share subscriptions to download these apps on multiple devices. I sent myself the invite, and followed the steps, but all I can do is download office, not activate the actual apps.
