The Commonwealth of Virginiais divided into 95 counties, along with 38 independent citiesthat are considered county-equivalentsfor census purposes, totaling 133 second-level subdivisions. In Virginia, cities are co-equal levels of government to counties, but towns are part of counties.

Incorporated cities in Virginia are independent jurisdictions and separate from any county. As of 2016 [update] , there are 190 incorporated towns and 228 municipalities, [1] some of which are more populous than many independent cities , but are not incorporated as cities and are therefore situated within a parent county or counties.
The extinct counties of Virginia (alphabetically) are: Alexandria County (1749–1791) and (1846–1920) (was part of the District of Columbia 1791-1846), changed its name to become Arlington County in 1920. Charles River County (1637–1643) renamed York County.
Randolph County is the largest by area at 1,040 square miles (2,694 km 2 ), and Hancock County is the smallest at 83 square miles (215 km 2 ). [8] Kanawha County contributed land to the founding of 12 West Virginia counties [12] and has the largest population (174,805 in 2023). Wirt County has the smallest population (5,000 in 2023). [13]
