I would suggest Rome: Total War Remastered. This game has one of the best "storylines" of any of the TW games. You start playing as a Roman faction and have 3 fairly distinct phases of the game. Rome's initial outward expansion. Relatively small campaigns against near neighbors to really get your empire going. Major foreign campaigns.
Warhammer 2: it's the most fleshed out total war title, having tons and tons of ads ons, and ironed out a lot of problems from the first one. This game is total war at its most epic, magical, and brutal. The sheer amount of races is just insane in a single game. Every single campaign plays so uniquely.
Medieval 2 for 2 significant reasons. 1 it probably has the videst variety and best mods out of any total war game. There's some great mods for other total war titles, but med 2 is so much more moddable than newer titles and had (and still has) an incredibly active modding community. And 2, hotseat!
Shogun 2 with Darthmod and extended camera + Vastator unit style + Foulstrider melody. The music and upgraded mechanics/unit drip really give Shogun a fresh experience. Without mods it would be Medieval 2 or Attila. Both are extremely well rounded in mechanics, gameplay and atmosphere.

Medieval 2: best sieges and mods. Napoleon: best land and naval battles. Shogun 2: the more balanced. Rome 2: best diversity of any historical entry and some of its miny campaigns like Empire Divided and Rise of the Republic are some of the best in the series. 3K:best diplomacy and politics. 10. That being said, by far the most coop I've done is in (1) Shogun 2 (2) Rome 2 and (3) Warhammer 2. Especially for Shogun 2 and Rome 2, mods can really make up for a number of QoL things. DarthLeon2. •. It really depends on how you define "best". If you mean the least flawed game, then that's easily Shogun 2. If you mean the most compelling game, then that's easily Warhammer 2. If you mean the best game relative to when it was released, then that's easily Medieval 2.

Not sure what order; Shogun 2 is the most streamlined and functional, Three Kingdoms is the most complex and engrossing, and Rome 2 has the most interesting rosters to me and is set in my favored historical period.
