Replied on February 9, 2017. In Windows 10, the location for the themes pictures is. c:\users\your name\appdata\local\Microsoft\Windows\Themes. There you can add, delete, or change your windows 10 themes. The location for your current themes Slideshow pictures is; c:\users\your name\appdata\local\Microsoft\Windows\Backgroundslideshow\Slideshow.
I am having the same issue with Windows 10 Eval Copy 18305.rs_prerelease. What people aren't understanding is that the downloaded "Themes" are not being "saved" in the proper directory. This is why they do NOT show up when trying to use them through settings.
The themes of background images are stored in: C: \ Users \ UserName \ AppData \ Local \ Windows \ Themes. To access them you must have activated the option Show files, folders and hidden units in Folder options. Each theme creates its own subfolder, in which there is a subfolder with the name DesktopBackground.
After that, go to Settings > Personalization > Themes and click on Save. Name the theme as Windows (light). Do the same for other themes, but with a few changes. For the sunrise theme, select cyan color and change the wallpaper. For dark theme, select blue color. Set the color mode to Dark.
