Joseph Ludlam purchased the island in the late 17th century, and grazed cows and sheep on it. In the 1880s, developer Charles K. Landis founded the City of Sea Isle on the island. The original vision that Landis had of Ludlam Island was modeled after Venice's opulent waterways and his plan for the island included canals and waterways.

An older model operated at the park from 2005 to 2010, but the model was relocated to Gillian's Funland in Sea Isle City from 2011 to 2013. The newer model was purchased in 2012. The Townsends Inlet Bridge is a toll bridge across the inlet, carrying Ocean Drive between Avalon and Sea Isle City. The bridge was built around 1940 and while it has undergone repairs, it is aging and has deteriorated. Plans to replace it are being developed. [2]
