Not a fix but it worked for Dirt 5 on my PC. Can confirm, works for downloading the game. Recently i had a similar problem with " Content Failed To Load". What i tried was, from Windows 11 menu, i right-clicked on the Xbox app and selected "Settings" which then automatically opened the Xbox PC Games.
