The gift card I have is from 2013. It says on the card that it does not expire, and I've looked it up and gotten the same results. I'm skeptical because it's an eight year old card. I'm just worried that at the register, the card will decline and I won't be able to buy anything.

However, the law has a loophole, where if the gift card originates from a promotion, they can expire. However, I would throw a fit at the register if I found a 2 year old target gift card and they wouldn't take it.
Since 2009, it’s illegal for a gift card to expire within 5 years of its activation. If it’s a “promotional card” such as a $10 bonus for buying $50 gift card, that’s not subject to this law. That doesn’t sound like your case but just a FYI. They never expire.
Google results unofficially say something like maybe 1-year for physical gift cards, and maybe longer if at all for digital. So as long as you claim then within a few months you should definitely be fine. Gift Cards might based on local laws, Steam Wallet funds do not. Also note any value in the store expires as well had 10 left of a 100 dollar gift card I waited 6 months to see if I got another card for Christmas and no so indecided to wait until the game pass expired in May. I got and email saying if I don't use the 10 in 3 weeks it goes away that was the beginning of the year.
Companies love gift cards because the mindset of most people is "Hey $20 bucks to spend at Target." Then they focus on that $20 and look for something that can be covered by the card as opposed to thinking "Hey $20 off that $100 thing I wanted to buy" so they spend $19.75 on that $20 card and Target gets a free quarter.
