I used this guide to disassemble my printer. I had 0xF1 and/or 0xF4. The reason was some paper stuck between the gears of the paper feed (in this guide step 12).
Check for any stealthy objects (read: ink covered cr*p) that's getting in the way. Check the capping station (resting pad used for head cleaning) isn't out of position. Something else blocking printhead travel. The ribbon cable into the back of the printhead circuit board has come adrift or has lost connection.
Now reset the machine, detach printer from outlet, wait 5 minutes then press and hold power button a minute or two, while still holding power on button plug printer in and continue holding button for another minute after plugged in, release button. and epson 7710. The 031006 is referring to a bad fuse on the main board. This is typically caused by a short across the print head ribbon connection due to ink/moisture intrusion. The fuse is labeled F301 on the board and is not user serviceable; it will require the main board be replaced.
Jammed Paper. Gently remove the jammed paper from the output tray or the sheet feeder. If the paper is stuck inside the printer, turn off the printer. Open the scanner, remove the jammed paper, close the scanner, turn the printer back on, and load another sheet of paper into the sheet feeder.
Everything worked but it wouldn’t print - every sheet came out blank. After researching why it wasn’t printing, I determined the printer block was clogged with dried ink. Researched that and followed the procedure to put paper towel under the printer head and force water through the ink ports. Too cumbersome and time consuming.

As a precaution for my remaining epson printer i decided to take apart the print head and seal it with gasket maker, including the cables and ports. This is a purposeful design flaw as most of the epson printers with the 0X9A problem all fail at about one year old and it does not matter if you use original OEM eposn ink or refills or CIS systems.
