The Sims 4 user folder, the one holds saves and other user content, is in Documents > Electronic Arts. So that's where you need to look for a Mods folder.
For support, head to the Sims 4 PC Tech Support or Sims 4 Mac Tech Support. The location for all mod and CC files is Documents > Electronic Arts > The Sims 4 > Mods. This is the only place the game will see your mods or custom content. To create the Mods folder, start the game and then exit.
Exit the game, and go to: C:\Users\Username\Documents\Electronic Arts\The Sims 4 to see if you now have your Electronic Arts folder. If not, you may need to search your computer by clicking the Start button and search for Sims 4. In The Sims 4, there are two custom content folders: Tray for lots and Sims, and Mods for other content. Both of these folders are located in: Windows XP: Documents and Settings\ (Your User Account)\My Documents\Electronic Arts\The Sims 4\. Windows Vista, Windows 7/8, Mac:Users\ (Your User Account)\Documents\Electronic Arts\The Sims 4\.
@_Manou1996_ The Sims 4 user folder, the one that contains the Mods folder, is always in Documents > Electronic Arts no matter where you've installed the game's program files. If, however, you've used a symbolic link to move the user folder to the external drive, then that's where you need to look.
And make sure that this is the location where Sims 4 is placing the new folder every time you play. The easiest way is to launch the game one more time, then find the new Electronic Arts folder (or the Sims 4 folder inside), right-click it and select Properties > General, and copy the file path under Location.
